AUREA BIGIRWAMUNGU

Aurea Kokugonza Bigirwamungu is an Electrical, Energy and Nuclear Engineer with extensive experience in energy regulation, energy management, renewable energy and the safe application of nuclear technology.

She currently serves as Director of Electricity at the Energy and Water Utilities Regulatory Authority (EWURA), where she leads the regulation of Tanzania’s electricity sub-sector in accordance with the EWURA Act (Cap. 414) and the Electricity Act (Cap. 131), overseeing licensing, compliance monitoring, tariff review and the performance of all regulated electricity entities.

She is a Registered Professional Engineer with the Engineers Registration Board (ERB, Reg. No. 4282), a member of the Institution of Engineers Tanzania (IET) and is enrolled with IETWC.

Her academic background combines a Bachelor of Science in Electrical Engineering from the University of Dar es Salaam (CoET), a Master’s in Engineering Management from the same university, and a Master’s in Nuclear Physics and Technology from Tomsk Polytechnic University in Russia, complemented by specialised international training in nuclear power, solar thermal generation, energy storage and energy efficiency across Russia, Egypt, South Africa, Sweden and the Netherlands.

Before joining EWURA, she built her career at TANESCO over more than a decade, rising from Marketing Engineer through roles in demand-side management and energy innovation research to Manager of Renewable Energy, where she established the utility’s first Renewable Energy Section. Among her notable contributions, she developed the Performance Agreement and Key Performance Indicators for electricity regulated entities, serves on the National Organising Committee of Mission 300 (the National Energy Compact), and is a committed advocate for clean cooking and for advancing women in STEM.
