Eng. Anifa Ally Chingumbe (FIET, PE)
Regional Manager – Kagera Region, TTCL Corporation
PROFESSION
Eng. Anifa Ally Chingumbe is an accomplished engineering leader and telecommunications strategist with over 27 years of experience in project management, network infrastructure development and corporate leadership. She joined TTCL in 1998 as an Engineer Trainee and rose through the ranks to become Regional Manager for Kagera Region in 2025.
Throughout her career, Eng. Anifa has led major projects of national strategic importance, including USCAF rural connectivity projects covering over 131 sites and 69 wards, SGR optical fibre connectivity between Dar es Salaam, Morogoro, Kilosa and Dodoma, communication infrastructure for the Julius Nyerere Hydropower Project, and fibre, radio and internet networks serving 21 military healthcare facilities across 15 regions. She also served as Technical Coordinator for the National ICT Broadband Backbone (NICTBB), supporting national and cross-border connectivity.
EDUCATION
Her academic qualifications include a Master of Engineering Management (Project Management) from the University of Dar es Salaam, a Postgraduate Diploma in Project Management, and a BSc in Engineering. Her proposed TTCL Project Management Office framework was adopted and is currently in use.
Eng. Anifa is a Fellow of the Institution of Engineers Tanzania (FIET) and has served in various professional and governance roles, including the EWURA Consumer Consultative Council, Engineers Registration Board and IET Women Chapter. She has also contributed to initiatives focused on capacity building and increased participation of women in engineering.
With a career defined by technical excellence, strategic leadership, national infrastructure impact and mentorship of female engineers, Eng. Anifa exemplifies the resilience, innovation, service and leadership that the Mama Mhandisi Award celebrates.
